Vision and policies
JCIX will operate its organization and IX services according to the following operational policies:

Build
JCIX will provide an IX service that is “okay to break,” with technical, economic, and social sustainability. -
Use
JCIX offers a community-based IX service that can be freely used and contributed to, serving as a breeding ground for technical challenges and talent development within this “okay to break” interconnection environment. -
Continue
JCIX aims to operate its initiatives perpetually, valuing its relationship with the internet community and various stakeholders. -
Elevate Each Other
JCIX aims to create a community where individuals from diverse fields share their activities with transparency, complement each other, and elevate their capabilities and ideals.
Provisional Rules

Purpose
- The purpose of this association is to prepare for the establishment of the provisional General Incorporated Association Japan Community IX (hereinafter referred to as “New Corporation”).
- Concurrently with the establishment preparations, to temporarily operate Japan Community IX (hereinafter referred to as “JCIX”), and to prepare for the immediate commencement of operations by the New Corporation upon its establishment.

Membership Qualifications
- Members must meet one of the following conditions:
- Individuals with duties related to the Internet, possessing appropriate knowledge or experience.
- Natural persons and organizations assigned an AS number, who temporarily connect to JCIX (hereinafter referred to as “Connecting Organizations”).
- Admission is subject to review by the Steering Committee.
- Members must meet one of the following conditions:

Duration
- The association’s duration shall be until March 31, 2025, or the date of registration of the New Corporation, whichever comes first. However, if a resolution to extend the duration is made at a general meeting of members at least three months before the expiration date, the duration will be extended by one year, and similarly thereafter.

Organs
The association shall establish the following organs:- General Assembly of Members
- Steering Committee (hereinafter referred to as “SC”).

General Assembly of Members
- Comprised of all members, each having one vote.
- The General Assembly of Members shall:
- Elect and dismiss members of the Steering Committee.
- Approve the admission and withdrawal of new members.
- Admission and withdrawal require the approval of three-fourths of all members.
- Extend the duration of the association.
- The General Assembly can be convened by a resolution of the SC or at the request of at least one-fifth of the members via written or electronic means.

Steering Committee
- The SC has the right to conduct all administrative tasks of JCIX, specifically:
- Preparing for the establishment of the New Corporation (including preparation of articles of incorporation, regulations, etc.)
- Designing, constructing, and operating JCIX on a provisional basis.
- Reviewing applications from Connecting Organizations.
- Liaising with other organizations (e.g., OPEN Consortium).
- Promoting interconnectivity on JCIX.
- The SC shall consist of five members, who elect a Chair among themselves.
- The Chair represents the association.
- The SC has the right to conduct all administrative tasks of JCIX, specifically:

Connecting Organizations
- Qualification for Connecting Organizations is limited to natural persons and organizations assigned an AS number.
- Even if the admission criteria are met, SC has the discretion to decide on the admission.
- An individual, association, or corporation with multiple AS numbers assigned will be treated as one organization.
- The rights and obligations of Connecting Organizations in JCIX are limited to the duration of the association.
- Connecting Organizations understand that their rights are not permanent and will cease either on March 31, 2025, or upon the establishment of the corporation, whichever comes first.
- Moreover, temporary connectivity does not guarantee connectivity to JCIX operated by the New Corporation, and admission to the New Corporation is at the discretion of its governing bodies.
- Qualification for Connecting Organizations is limited to natural persons and organizations assigned an AS number.

Member Obligations
- Members must treat all information obtained through this association as confidential and shall not disclose it to others without written consent from the information provider.
- All information shared during JCIX meetings (both in-person and electronic) must be treated as confidential.
- Connecting Organizations and SC members shall not disclose any information to others without explicit consent (equivalent to TLP: Amber+Strict).
- Members must not engage in activities that would diminish the reputation or credibility of this association, the New Corporation, JCIX, other members, or Connecting Organizations, nor should they act in a way that harms the interests of JCIX or other Connecting Organizations.
- Members must treat all information obtained through this association as confidential and shall not disclose it to others without written consent from the information provider.

Loss of Membership Qualification
- Those who violate this membership agreement or other rules established by the SC may lose their status as a member and as a Connecting Organization by resolution of the general assembly.

Costs and Risk Bearing
- In principle, the costs incurred for temporary connectivity are to be borne by each Connecting Organization during the temporary connection period. Costs for in-house wiring, etc., are to be borne by the Connecting Organization up to the boundary point of JCIX’s switch port. Exceptions will be determined individually by the SC.
- Costs incurred until the establishment of the New Corporation shall be borne by the Connecting Organizations, except for the founding expenses of the planned corporation (registration license tax necessary for registration, seal creation fees, professional fees for lawyers, etc.).
- Connecting Organizations may claim damages for losses incurred due to temporary connectivity to JCIX or actions taken by the SC, limited to a total of 500,000 yen.

Exclusion of Anti-social Forces
- Connecting Organizations and Steering Committee members (hereinafter referred to as “SC members”) must ensure that they, or anyone acting on their behalf, are not and will not be associated with anti-social forces such as organized crime, both now and in the future.
- Those who contravene this (either Connecting Organizations or SC members) will immediately lose their qualifications as Connecting Organizations or SC members without notice and must compensate for any damages incurred by JCIX or other Connecting Organizations.

Amendments and Repeal
- These rules can be amended by a resolution of the SC.
- Before making any amendments, the SC must notify members electronically of the changes and provide a period of at least 7 days from the date of notification for members to express their opinions (hereinafter referred to as the “public comment period”).
- The SC must create responses to the opinions received during the public comment period and notify the members.

Supplementary Provisions
- These provisional rules shall be governed by the Japanese text.
- In the event of any discrepancy between the English and Japanese interpretations, the Japanese text shall prevail.
